Floci is a set of local emulators for AWS, Azure, GCP and OCI. Each emulator is offered as a standalone MIT-licensed binary, with no cloud account, authentication token or feature gate required.

The AWS emulator, floci, listens on port 4566 and supports 119 services, including S3, SQS, DynamoDB, Lambda, RDS and EKS. Floci describes it as a drop-in replacement for LocalStack that keeps the same port and requires no code changes. Its claimed startup time is 24 ms.

floci-az uses port 4577 and covers 28 Azure services, including Blob, Queue, Table, Functions, App Config, Key Vault, Event Hubs and Service Bus. It reports 13 MiB of idle memory. floci-gcp runs on port 4588 and covers 25 GCP services such as GCS, Pub/Sub, Firestore, Cloud Run, Cloud SQL and GKE. floci-oci uses port 4599 for eight OCI services, including Object Storage, Identity, Queue, Streaming, KMS, Vault and Functions.

The project targets AI-assisted development. Teams can point SDKs, CLIs, Terraform, OpenTofu modules and test runners at localhost. Throwaway credentials keep real secrets away from an agent's context, while a failed test can reset a local container. Floci claims 24 ms cold starts and 13 MiB idle memory. It also says Lambda runs in Docker containers. RDS uses real PostgreSQL and MySQL, and ElastiCache uses Redis. Kafka runs as a real service.

The floci-cli command-line tool starts, stops and inspects all four emulators. floci-ui provides a dashboard for browsing resources, inspecting data and managing services. macOS, Linux and Windows are supported, along with Docker images for each cloud.

Floci lists CI environments, offline local development, infrastructure-as-code dry runs and workshops as use cases. Every emulator is free under the MIT license, with no pricing tiers, sign-up, API key or telemetry. The site says LocalStack began requiring an auth token in March 2026. Floci is built with Quarkus and GraalVM, using GraalVM Mandrel for its native binaries.
